Ukraine’s state-owned energy company Naftogaz Group has adopted a new decarbonisation strategy, with support from the European Investment Bank (EIB), marking an important step towards a cleaner and more sustainable energy future. The strategy sets out how Naftogaz plans to reduce emissions and develop cleaner energy solutions while continuing to provide the reliable energy Ukraine needs.
The EIB has supported the development of the strategy over the past 18 months through €400,000 in technical assistance under its EU for Ukraine (EU4U) Advisory Programme. This support brought in external expertise to work closely with Naftogaz on its climate objectives and identify practical pathways for reducing emissions across its activities.
The strategy sets a long-term goal for Naftogaz to reach net zero emissions from its own operations and purchased energy by 2050. It focuses on reducing methane emissions, improving energy efficiency, expanding renewable energy and energy storage, and developing new low-carbon energy solutions.
“Naftogaz’s new strategy is an important step towards its ambitious climate objectives,” said EIB Vice-President Karl Nehammer. “Ukraine needs a strong and secure energy system today, but it also needs to prepare for a cleaner and more sustainable future. At the EIB, we are proud to support these green ambitions.”

Taking into account the security situation and current needs, we will move step by step towards modernising equipment across the Group’s companies. The strategy is the latest step in the wider EIB–Naftogaz partnership, which supports both Ukraine’s immediate energy security needs and its longer-term energy transition. In 2025 and 2026, the EIB, backed by the European Commission under the EU’s Ukraine Investment Framework, provided Naftogaz with almost €500 million in financing to purchase gas and help secure energy supplies for Ukraine amid continued attacks on the country’s energy infrastructure. This support is complemented by Naftogaz’s commitment to invest in renewable energy and decarbonisation.
The adoption of the strategy provides a clear framework for Naftogaz’s decarbonisation efforts. The EIB will continue supporting Naftogaz as it works to put the strategy into practice and advance sustainable development.
