The two topics most relevant to EU Trade & Invest Agencies as they address critical changes in the U.S. economic and regulatory landscape under the new US administration are:
1. Trade policy shifts, including existing or renegotiated agreements and the thread of increased tariffs.
2. Evolving FDI regulations, coupled with potential tax incentives for domestic production, present both obstacles and opportunities for foreign investors.
With President Trump’s focus on “America First” policies, changes to FDI regulations are likely, particularly in areas tied to national security or critical technologies such as telecommunications and advanced manufacturing. Increased scrutiny through mechanisms like the Committee on Foreign Investment in the United States (CFIUS) could pose challenges for European investors in sensitive sectors.
However, existing reforms such as the Inflation Reduction Act (IRA) that offer incentives for US based production, may create opportunities for European firms in industries like pharmaceuticals, renewable energy, and aerospace by partnering with US counterparts for closer transatlantic collaboration incl. technology exchanges on a strategic level.
The discussion will include specific policy and sector topics like:
• U.S. Industrial Policy and the CHIPS Act
Background: The CHIPS and Science Act, enacted in 2022, allocates substantial funding to bolster domestic semiconductor manufacturing and research. This initiative aims to reduce reliance on foreign semiconductors and enhance U.S. technological competitiveness. This policy may affect global supply chains and present opportunities for European firms specializing in semiconductor technology to collaborate or invest in the U.S. market. While these Acts currently offer major incentives, the potential for it to be scaled back or redirected by the Trump administration raises important strategic questions for foreign companies considering U.S. partnerships or expansion.
• Tech Hub Initiatives and Innovation Ecosystems
Background: The U.S. government has launched initiatives to develop regional technology hubs, fostering innovation and economic growth across various states. These hubs focus on sectors like artificial intelligence, biotechnology, and clean energy. These developments offer to identify potential partnerships, investment opportunities, and areas for collaboration between European tech companies and U.S. innovation centers.
• Inflation Reduction Act and Green Energy Policies (what has been accomplished so far and how may it be relevant going forward)
Background: The Inflation Reduction Act includes significant investments in renewable energy and aims to reduce carbon emissions. A flagship policy of the Biden administration, the Inflation Reduction Act has funneled over $370 billion into America’s green economy—driving foreign investment in renewables, EVs, and advanced manufacturing. While the Trump administration has openly criticized the Act and begun rolling back parts of it, its economic impact—especially in red states—makes a full repeal unlikely, signaling it may endure in a reshaped form.
• Healthcare Policies and Pharmaceutical Market Trends
Background: Changes in U.S. healthcare policies, including drug pricing reforms and approval processes, impact the pharmaceutical and medical device industries worldwide. Given the importance of this sector to European companies, understanding these trends is vital for market entry strategies, compliance, and competitive positioning.
• Consumer Behavior Shifts and Market Opportunities
Background: Post-pandemic shifts in U.S. consumer behavior, such as increased e-commerce adoption and elevated demand for sustainable products, create new market opportunities. European businesses can leverage these trends to tailor their offerings and marketing strategies to meet evolving consumer preferences in the U.S. – a market of 335 million consumers.
