9/12/2024 – EU’s Antitrust Policy & Enforcement Deployed to Rein in Big Tech – Private Briefing with Olivier Guersent

The EU has added the AI Act to its regulatory toolbox, and with that the first-ever framework specifically on AI.

Where does that leave EU’s antitrust policy and enforcement, and what about the Digital Market Act or even merger control?
Will the European Commission – namely the Directorate-General for Competition (DG COMP) – use all of these instruments in parallel to address the challenges brought about by AI?

8/19/2024 – The European & Finnish Economy: Pursuing Growth in the Shadow of Geopolitical Challenges

EACCNY in collaboration with the Consulate General of Finland in New York organized a fire-side chat with Dr. Olli Rehn, Governor of Bank of Finland and member of the European Central Bank’s Governing Council. Governor Rehn explored the impact of political uncertainty on economic sentiment in Europe and Finland. He detailed inflation developments in the euro area, and provided insights into the ECB Governing Council’s monetary policy decisions. He also explained some of the factors contributing to Finland’s gradual emergence from recession.

7/23/2024 – Private Discussion with Pierre Moscovici, First President of the French Court of Audit

EACCNY organized a dinner discussion with Pierre Moscovici, First President of the French Cour des Comptes to exchange views on the current state of affairs in France and Europe and their effects on the economy and the transatlantic relationship and how it may be affected by the most recent elections in France.

6/20/2024 – Working Lunch with Gabriel Makhlouf, Governor of the Central Bank of Ireland

EACCNY in collaboration with the Consulate General of Ireland in New York organized a working lunch with Gabriel Makhlouf, Governor of the Central Bank of Ireland to discuss economic, monetary and financial market developments

Gabriel Makhlouf:

Gabriel Makhlouf took up his position as Governor of the Central Bank of Ireland on 1 September 2019. He chairs the Central Bank Commission, is a member of the Governing Council of the European Central Bank, a member of the European Systemic Risk Board, and is Ireland’s Alternate Governor at the International Monetary Fund.
Before joining the Central Bank Gabriel was Secretary to the New Zealand Treasury and the Government’s chief economic and financial adviser from 2011 to 2019. During his time as Secretary, he led reviews of New Zealand’s three macroeconomic pillars (monetary, financial stability and fiscal policy) and the development of a new framework for the development of economic and public policy focused on intergenerational wellbeing. In addition Gabriel was New Zealand’s Alternate Governor at the World Bank, Asian Infrastructure Investment Bank, Asian Development Bank and the European Bank for Reconstruction and Development. He was also co-chair of the Trans-Tasman Banking Council.
Previously Gabriel worked in the UK civil service where his roles ranged from policy on domestic and international tax issues through to large-scale operational delivery. He has also chaired the OECD’s Committee on Fiscal Affairs and was responsible for the UK’s Government Banking Service.

4/30/2024 – Private Discussion with Jovita Neliupšienė, Ambassador of the European Union to the United States

EACCNY organized a private discussion with Jovita Neliupšienė, Ambassador of the European Union to the United States for an update on transatlantic relations and policy priorities for 2024 and beyond.

Jovita Neliupšienė:

She is the Ambassador of the European Union to the United States, as of January 1, 2024.

Before that, she was a Vice Minister of Foreign Affairs of Lithuania from 2022, where she was responsible for the coordination of European Affairs, European bilateral and regional issues, as well as national sanctions coordinator.

Previously, she also was a Vice Minister of Economy and Innovation of Lithuania, tasked with investment and export promotion, international cooperation, including policy coordination of state-owned enterprises as well as chairing the interagency commission for export control (2020-2022).

4/30/2024 – How the EU and the US can Advance Together in the Microchip Race – Transatlantic Developments in the Semiconductor Industry

In the aftermath of the Covid Pandemic and now the War in Ukraine, the EU and the United States are eager to work together and leverage their innovative ecosystems and to build up their position in the semiconductor ecosystem.

Leaders from the EU and the U.S. collaborate via the specially created Trade & Technology Council to find effective ways to and realign on their strengths. As the European Commission has noted, maintaining a reliable global market for European products and ensuring security of supply “will require building balanced semiconductor partnerships with like-minded countries…[with the aim of setting] out cooperative frameworks on initiatives of mutual interest and seek[ing] a commitment to ensure continuity of supply in times of crisis.”

The United States has also acknowledged the importance of formalizing cooperation with allies in fostering secure supply chains. It allocated $500 million over five years for the establishment of a Multilateral Semiconductors Security Fund, which includes provisions for developing harmonized export controls, intellectual property rights, and foreign direct investment screening.

Our panel explored how to put these ambitious plans into action and what it will take –on the ground- to execute against this strategic realignment.

3/21/2024 – Private Breakfast with Benjamin Angel – Update on the Global Minimum Tax

EACCNY organized a private discussion with Benjamin Angel, the Director for ‘Direct Taxation, Tax Coordination, Economic Analysis and Evaluation’ in DG TAXUD. This Directorate is in charge of a number of sensitive policy issues related to direct taxation, such as OECD/G20 discussions, non-cooperative jurisdictions and tax havens, tax avoidance and tax evasion, business taxation (including taxation of the digital sector) and tax cooperation between Member States (including the code of conduct). The focus topic of this meeting had been the Global Minimum Tax.
