Jaguar Freight | Important Update: Trump Issues Tariff Memorandum

With President Trump officially back in office, the outlook for global supply chains has started to take shape—though many questions remain.

While the President’s first day did not bring any immediate tariff announcements, an official memorandum (available to view here) has been issued by the White House, detailing potential actions the United States may take under existing laws to combat what are considered unfair trade practices and other barriers to U.S. commerce.

The President has instructed agency leaders to review and submit feedback on the memorandum by April 1 and delay implementing new rules or regulations until they have been reviewed and approved. This directive includes a comprehensive review of NPRMs related to Section 321 de minimis entries.

Key directives from the memorandum include:

– New tariffs targeting nations with significant trade deficits and the introduction of reciprocal tariffs.

– Exploring sector-specific or bilateral trade agreements.

– Revisions to Section 321 de minimis provisions.

– Potential removal of Permanent Normal Trade Relations (PNTR) with China and enhancements to Section 301 tariffs.

– Export restrictions aimed at strategic adversaries.

Significantly, the President also indicated in a speech Monday that Mexico and Canada could face proposed 25% tariffs as soon as February 1.
